The nomination period for the 2027 National CERT Association Leadership Board is now open! NCA members are encouraged to nominate themselves or a fellow member to serve on the 2027 National CERT Association Leadership Board. Elections will take place October 1 - 15, 2026 with opportunities to fill (4) officers and four (4) Regional Director positions. Position Descriptions:
President: The NCA President shall guide the proceedings of the organization and meetings and may speak in debate on all issues. The President shall communicate regularly with the membership via email and quarterly membership outreach. The President serves as a non-voting ex officio member of the FSTI Board of Directors.
Vice-President: The NCA Vice President shall perform the duties of the President in the absence or inability of the President to carry out their duties and will support the Leadership Board with any other duties assigned by the President or the Leadership Board. The Vice President shall focus on membership growth opportunities and engage with members to maximize the value of their membership.
Secretary: The NCA Secretary supports the organization’s leadership, ensuring effective communication, record-keeping, and document management for meetings and records, and shall keep minutes of the meetings and perform other duties as determined by the Leadership Board.
Finance Officer: The NCA Finance Officer shall be the primary liaison and promptly inform the FSTI CFO of all financial transactions carried out by or on behalf of NCA. All expenditures, whether for the purpose of paying bills or for making purchases, shall be made only after approval by the Finance Officer, as directed by the Leadership Board and FSTI Chief Financial Officer in accordance with established policy and procedures. The Finance Officer shall report to the Leadership Board at all regularly scheduled meetings on the condition of the NCA’s finances and, as soon as practical following the close of the fiscal year, shall present a detailed written report covering the prior year. The Finance Officer shall perform other duties as determined by the Leadership Board.
Region and Tribal Nations Directors: Only members who reside within an NCA region or belong to a Tribal Nation are entitled to serve as Region Directors representing their respective geographic areas or Tribal Nation affiliation. There shall be four (4) Directors elected from the NCA membership in their respective regions or the Tribal Nations: These individuals are expected to foster relationships with the State CERT Coordinators and to promote NCA membership in their respective regions. They should have a history with CERT and have good connections with other CERT leaders in their region, and act as conference co-chair when the NCA annual conference is in their region. The Region Directors shall reside in and represent the following geographical areas, which align with the current Federal Emergency Management Agency (FEMA) regions:
Eastern Region Director: FEMA Regions 1 (Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, and Vermont), 2 (New Jersey, New York, Commonwealth of Puerto Rico, and the Territory of the U.S. Virgin Islands), 3 (Delaware, District of Columbia, Maryland, Pennsylvania, Virginia, and West Virginia), and 4 (Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina, and Tennessee).
Central Region Director: FEMA Regions 5 (Illinois, Indiana, Michigan, Minnesota, Ohio, and Wisconsin), 6 (Arkansas, Louisiana, New Mexico, Oklahoma, and Texas), and 7 (Iowa, Kansas, Missouri, and Nebraska).
Western Region Director: FEMA Regions 8 (Colorado, Montana, North Dakota, South Dakota, Utah, and Wyoming), 9 (Arizona, California, Guam, Hawaii, Territory of American Samoa, and the Commonwealth of the Northern Mariana Islands), and 10 (Alaska, Idaho, Oregon, and Washington).
National Tribal Nations Director: All recognized Tribal Nations within the United States, its Territories, and Possessions.
Qualifications:
Must be a NCA dues-paying member for at least one year (since June 1, 2025 or earlier)Active supporting member of their local CERT program
In good standing with their local CERT program for a minimum of 2 years (since June 1, 2024 or earlier)
