National CERT Association Position on Hybrid CERT Train-the-Trainer Class
The National CERT Association (NCA) is writing to formally clarify its position regarding the development of a Hybrid CERT Train-the-Trainer Class based on the FEMA CERT Train the Trainer (0428 course) by the University of Utah. The Board of the NCA does not support endorse, approve, or recognize the Hybrid CERT Train-the-Trainer class being offered by the University of Utah.To be clear, the NCA did not participate in the development, review, approval, or authorization of this Hybrid CERT Train-the-Trainer course. Accordingly, participation in or completion of this course should not be represented as training that is endorsed, approved, or sanctioned by the NCA.
As the national association representing and supporting Community Emergency Response Team (CERT) programs and practitioners, the NCA takes seriously the integrity, consistency, and quality of CERT training. Training that carries the CERT name has the potential to influence how CERT programs are established and delivered across the country. For that reason, the development of such training should be undertaken with appropriate adherence to established FEMA and NationalDisaster and Emergency Management University (NDEMU) standards and guidance.
The NCA remains committed to supporting high-quality CERT education and to working collaboratively with CERT leaders, instructors, emergency management agencies, and other stakeholders to strengthen CERT programs nationwide. We welcome opportunities to discuss appropriate approaches to innovative training delivery while maintaining the quality and consistency expected of CERT basic and instructor training.
Questions regarding the NCA’s position on this matter may be directed to the Association.
Sincerely,
Samantha Royster
President
National CERT Association
